question how do i do multi tags, for example renamon and lucario together , how would i type multi tags?
You can write multiple tags by separating them with a space. In your example, that would be "renamon lucario".

but how would i make it seprate, like it having images with just renamon or just lucario, with having them both in the multi tags
In that case you would have to write this "*renamon *lucario".

it is, just have max limit of 2, and you can play solo, when creating a lobby
You can indeed play this game by yourself if you set a max limit of 2 when creating a lobby, but there is not really a win condition.
when it says image decoders, what does it mean, and what not
Can you elaborate? I am unsure what specific part you are mentioning.

Ah! Yeah. Sorry about that, currently only static images are supported. Videos and GIFs are filtered out.
